The Stifle spell is for the Sorceror who prefers to stop problems before they start. It attempts to disrupt any teleportation gates in its area. If cast when any such gates are present, it causes some or all of them to fail. The teleporting being is returned to his original location unharmed, but the residual effects of the Stifle prevent him from attempting additional teleports for several hours.
The energies emanating from a planar gateway disrupt the proper functioning of this spell.
Bumley the Downtrodden spent many years attempting to perfect his "Meanie Ward" spell, a persistent version of Stifle that would insulate an area from teleports. However, his experiments with the Ether resulted in his being flung to the far corners of an unknown Hell Dimension, where he was devoured by Demons in seconds, then reincarnated as a chamber pot. Needless to say, none have volunteered to continue his work.
